The next election will be held on March 4, 2008. Levy information is provided for Allen County subdivisions that will be on the ballot on this date. There are four issues on the ballot this election cycle and you will be deciding the outcomes. Study the issues and vote.
Delphos Public Library (Renewal of an operating levy for .6 mills)
The Delphos Public Library is requesting the renewal of an existing operating levy for five years which will provide for the general operations of the library. This levy, if renewed, will provide about $54,400 per year and will be on the tax duplicate for tax year 2008 with collections beginning in 2009. Since this is a renewal levy it should not increase the taxes of the residents. Since this is an existing levy, it qualifies for the personal property tax reimbursement.
Elida Local School District (New bond issue for the construction of school buildings for 6.46 mills)
The Elida Local School District is requesting a new bond issue for $38,250,000 for the construction of a new high school and the demolition of old high school. Since this is not an operating levy, this money can not be used for general operations.
The bonds will be issued for a period of up to twenty-eight years. The ballot language will show the average millage during the life of the bond issue which is 6.46 mills. As a result, the number of mills will be higher in the early years and lower in the later years of the issue. If approved, the school would collect enough each year to pay the principal and interest on the bonds for that year. This will go toward the retirement of the debt issued to construct the new buildings. This levy is not subject to reimbursement for the loss of personal property tax because it is a new levy. This levy, if approved, will be on the tax duplicate for tax year 2008 with collections beginning in 2009.
Elida Local School District (New permanent improvement levy for 1 mill)
The Elida Local School District is asking the voters to approve a new permanent improvement levy for one mill. This is intended to provide funds for district wide permanent improvements. This levy will generate about $350,000 per year. This levy is not subject to reimbursement for the loss of personal property tax because it is a new levy. This levy, if approved, will be on the tax duplicate for tax year 2008 with collections beginning in 2009.
Lima City School District (New emergency levy for 6.9 mills)
The Lima City School District is requesting the passage of a new emergency levy for a five year period to provide for the emergency operations of the district. This levy will produce $2,150,000 annually during the course of the levy. This levy, if approved, will be on the tax duplicate for tax year 2008 with collections beginning in 2009.
