The Allen County Dog Control Department
has five major service responsibilities under the Ohio Revised
Code.
"Every person who owns, keeps, or harbors
a dog more than three months of age is required to register
his or her dog between December 1 and January 31 of each year."
(Ohio Revised Code Section 955.01)
In addition to registration, each dog is required to wear
and display a dog tag at all times. (Ohio Revised Code, Section
955.10)
A dog license in Allen County costs $16.00 if purchased between
December 1 and January 31. Owners, keepers, harborers who
fail to purchase a license during this registration period,
must pay a penalty of $16.00 in addition to the license fee.
A dog purchased during the year must be licensed within 30
days from the date the dog is acquired.
Notifications of dog license renewals are mailed prior to
the registration period. The license may be renewed by
mail in response to the renewal notice. They may also

The County Dog Control Facility, 1165 Seriff Road, Lima,
OH 45805 - 9:00 a.m. to 4:00 p.m.
The law states that "No owner, keeper, or harborer of
any dog shall fail at any time to keep it either physically
confined or restrained upon the premises of the owner, keeper,
or harborer by a leash, tether, adequate fence, supervision,
or secure except when the dog is lawfully engaged in hunting
accompanied by the owner, keeper, or harborer." (Ohio
Revised Code, Section 955.22(C))
The law states that "No owner, keeper, or harborer of
a dangerous or vicious dog shall fail to do either
of the following:
- While that dog is on the premises of the owner, keeper,
or harborer, securely confine it at all times in a locked
pen which has a top, except that a dangerous dog may, in the
alternative, be tied with a leash or tether so that the dog
is adequately restrained;
- While that dog is off the premises of the owner, keeper,
or harborer, keep it on a chain-link leash or tether that
is not more than six feet in length and additionally do at
least one of the following: (a) keep that dog in a locked
pen which has a top, locked fenced yard, or other locked enclosure
which has a top; (b) have the leash or tether controlled by
a person who is of suitable age and discretion or securely
attach, tie, or affix the leash or tether to the ground or
a stationary object or fixture so that the dog is adequately
restrained and station such a person in close proximity to
that dog so as to prevent it from causing injury to any person;
(c) muzzle the dog." (Ohio Revised Code Section 955.22(D))
The law also requires that any owner of a vicious dog purchase
liability insurance no less than $100,000 because of damage
or bodily injury to or death of a person caused by the vicious
dog. (Ohio Revised Code Section 955.22(E))
The law also allows owners of domestic livestock
to file claims with the Dog Warden for damages caused by dogs
running at large. (Ohio Revised Code Section 955.29)
The Department began operating a Dog Control Facility at 1165
Seriff Road, Lima. All dogs in the custody of the Dog Warden
are housed at this location for the holding periods defined
by Ohio Revised Code. A dog with a displayed dog license is
held until claimed by the owner to a maximum of 14 days. A
dog without a displayed dog license is held until claimed
by the owner to a maximum of 3 days.
Dogs may be claimed at the Dog Control Facility between the
hours of 9:00 a.m. to 4:00 p.m. Monday through Friday. See
