Main Office

Stephen M. Kayatin, Hired December 1, 1988 as the Assistant Sanitary Engineer. Promoted to Sanitary Engineer on August 1, 1991. The Allen County Sanitary Engineer is responsible for operation, maintenance and capital planning for all sanitary sewer extensions outside of the areas of the municipal corporation limits of the county. The Sanitary Engineer is also responsible for the planning and construction of all waterline extensions as they may apply to Section 6103 of the Ohio Revised Code. The Sanitary Engineer may also be involved with the project management of economic development projects on an as assigned basis.

Brad Niemeyer, Hired: July 2002. Current Position: Assistant Sanitary Engineer. My main responsibilities include providing technical assistance to the wastewater treatment and wastewater maintenance divisions, managing all major capital improvements and assessment projects, and coordinating all project and subdivision drawings for review and approval. I review all contracts and agreements to be executed by the Board of County Commissioners as it pertains to the Allen County Sanitary Engineering Department. I also serve as a representative for the Department at local, state and federal meetings and seminars.

Bruce Wells, Hired: October 2002. Current Position: Business Manager. My areas of responsibility include department finances, budgets, computer operations and daily business functions. Additional duties include management of the Community Development Block Grant programs and certain debt structuring functions for the County Commissioners that coordinate financial solutions to meet various project needs.

Richard L. Boerger, Hired: Dec. 1998. Current Position: Department Operations Manager. My main responsibilities include oversight of the Wastewater Treatment and Collection Divisions, Non-Assessment Projects as directed by the Sanitary Engineer, Operations Accounts Payable Review and Approval, Staff Development, and Customer Relations. Licenses and Certifications: Ohio EPA Class III Wastewater Works, OTCO Advanced Wastewater Certificate, Ohio WPCA Class I Wastewater Analyst. Professional Associations: American Water Works Association (AWWA), Water Environment Federation (WEF), Ohio Water Environment Association (OWEA).
Pat Fuqua, Hired: January 1980. Current Position: Billing Accounts Clerk. My main responsibility is to answer any billing questions that you might have. Some of my other duties include preparing databases for all new sewer line and waterline projects in the county. Lastly, I pay all Capital Improvements Bills, Notes, and Bonds for the department.
Jim Lee, Hired Dec. 1992. Current Position: Inspector and Safety Coordinator. My main responsibility is to conduct all construction inspections for the department. I also function as the department's liaison in matters such as construction change orders and property owner disputes. Licenses and Certifications: Journeyman Plumber, Low Pressure Boiler Operator.

Sue Shoemaker, Hired: September 1999. Current Position: Confidential Secretary for the Sanitary Engineer. My main responsibilities are to assist the Sanitary Engineer, issuance and tracking of sewer and water permits, preparing payroll for the department, maintaining all personnel records, answering telephones and filing. I am also responible for purchasing office equipment for the department.

Jodi Wells, Hired: Nov. 1990. Current Position: Sewer/Payables Account Clerk I. My main responsibility consists of paying all operation and maintenance bills for our department. Some of my other duties include preparing/assisting with the budget and assisting with the quarterly sewer billing. In addition, I also handle all of the training and travel requests for the department.
