The Allen County Sanitary Engineering Department is split into two divisions, the Wastewater Treatment Division (WWTD) and the Wastewater Collection Maintenance Division (WWCMD), with the main office of the Sanitary Engineer coordinating the day to day operations.

The WWTD is responsible for the maintenance and operations of all wastewater treatment plants and the operations of the sludge management program. The WWTD operates three major treatment plants located in Bath, Shawnee and American Townships and three smaller package treatment plants located in Bath and Richland Townships.

The WWCMD is responsible for the maintenance and operation of approximately 170 miles of sewer lines, 54 high pressure sewage lift stations and 150 low pressure lift stations located within American, Auglaize, Bath, Jackson, Monroe, Perry, Richland and Shawnee Townships.

Meet the Department

Wastewater Collection

William L. Horvath, Hired: Nov. 1981. Current Position: Superintendent, Wastewater Collection. My main responsibilities include the maintenance and operation of the sanitary sewer collection systems. Licenses and Certifications: Ohio EPA Class III Wastewater Works, Ohio WPCA Class I Wastewater Analyst, OTCO Advanced Wastewater III Certificate, Class A CDL. Professional Associations: Water Environment Federation (WEF), Ohio Water Environment Association (OWEA), American Water Works Association (AWWA).
Lance Downey, Hired: Dec. 1994. Current Position: Lift Station Operator II. My main responsibility is to perform scheduled and routine maintenance of the sixty existing lift stations and E-One pump systems operated by the collection division. Licenses and Certifications: Ohio EPA Class II Collection, OTCO Wastewater Collection Systems Certificate, Class A CDL.
Nick McDorman, Hired: September 2013. Current Position: Collection Operator I. Participate with maintenance personnel and other skilled personnel in the overhaul, repair and maintenance of various types of equipment or components as associated with the wastewater collection systems. Licenses and Certifications: OTCO Wastewater Collection Systems Certificate, Class A CDL.
Ross Harmon, Hired: November 2018. Current Position: Collection Operator I. Participate with maintenance personnel and other skilled personnel in the overhaul, repair and maintenance of various types of equipment or components as associated with the wastewater collection systems. Licenses and Certifications: OTCO Wastewater Collection Systems Certificate, Class A CDL.
Derek Haselman, Hired September 2021. Current Position: Maintenance Worker. Assists in the operation of hi-velocity sewer cleaning units, operation of sewer cleaning machine, operation of T.V. inspection unit and assists with operation of GPS equipment. Other duties include repairing sewer mainlines, laterals and manholes as well as making new sewer taps.
Spencer Jordan, Hired February 2022. Current Position: Maintenance Worker. Assists in the operation of hi-velocity sewer cleaning units, operation of sewer cleaning machine, operation of T.V. inspection unit and assists with operation of GPS equipment. Other duties include repairing sewer mainlines, laterals and manholes as well as making new sewer taps.
Bernie Bellmann, Hired April 2022. Current Position: Maintenance Worker. Assists in the operation of hi-velocity sewer cleaning units, operation of sewer cleaning machine, operation of T.V. inspection unit and assists with operation of GPS equipment. Matt Hahn, Hired May 2022. Current Position: Buildings & Grounds Maintenance Worker. Performs routine maintenance for buildings and grounds. Skills include carpentry, plumbing, electrical, lawn maintenance, landscaping, painting, custodial duties and snow removal.
